Offices open for election and candidates filed include the following positions in the Palouse region. Primary election, August 16, 2011; general election, November 8, 2011. Official Washington State election records sites show no candidates filed for a surprising number of positions. Which is noteworthy since Washtington State's town council members are allowed to perform jobs and be paid wages for up to $18,000 per year (in addition to council member wages) for the town's they represent, according to sources at Rockford  City Hall. The regular council meeting was called to order on June 21, 2011 at 7:00 by Mayor Ed Huber.
Council members present: Harry Gibbons, KayDee Gilkey, Brian Kaufman, and Karrie Stewart. Mary Branon was
absent.

Approval of Minutes
Mayor Ed Huber noticed correction was needed under the engineers report from the June 7, 2011 meeting, the mistake
was KayDee Gilkey had both motioned and seconded progress payment # 2. Correction was motioned by Brian and
seconded by Karrie. Correction was made to reflect this change.
Action
Brian Kauffman motioned to approve the corrected June 7, 2011 minutes, seconded by KayDee Gilkey. The motion
carried.
Harry Gibbons motioned to approve the absences of Brian Kauffman on May 17, 2011 and Karrie Stewart on June 7,
2011, seconded by KayDee Gilkey. The motion carried.
Action
Approval of the Claims
Claim vouchers #16236-16247 for $16,792.01 and EFTs for $2,093.20 were approved for payment as
presented by Brian Kauffman; seconded by Karrie Stewart. The motion carried.

Dept of Ecology
Cynthia Wall was here to discuss the Terry Hussman Memorial Grant application. Cynthia spoke pertaining to Rattler’s
Run and the unnamed tributary that runs into Hangman Creek. The $9,000 grant will be used for equipment, replacing
the culvert and restoring the stream channel. The work will hopefully eliminate the flooding issues. Cynthia Wall will
promote this grant for the town. The grant will not cover employee wages. The town’s portion of the grant will be in
the form of employee wages. The work will be done best in the summer. Cynthia will continue to keep the town
informed on the progress of the grant.
Action
Kaydee made a motion seconded by Brian to approve signature on the grant application. All approved motion carried.
Engineers Report
Public Hearing for six-year TIP/CIP was opened at 7:15.
KJ Hanley presented the six year Transportation Improvement Program/Capital Improvement Program (TIP/CIP) to
update the comprehensive improvement plan. He asked the town to prioritize the street projects or any additions to
the plan. Brian noticed a road name change, KJ will change road name from Good Samaritan to Hilltop.
There were no public comments or questions.
Public Hearing closed at 7:26.
Action
Harry made motion to approve resolution 2011-03 TIP/CIP seconded by KayDee Gilkey.
Subrecipient Agreement for project #11-19 the new CDBG grant of 2011
Action
Karrie Stewart motioned to approve Subrecipient Agreement for project #11-19 the new CDBG grant of 2011
seconded by KayDee. The motion carried.
I&I grant
KJ presented a graph showing which lines he believed to be the potential largest contributors to inflow and infiltration.
It is still believed to be the main trunk line closest to the treatment facility.
Pedestrian bridges
A walk through was done this morning done by Travis Glidewell. The job is pretty much wrapped up and looks really
great. Total original project cost was about $71,000 which is still below the original projected cost of the project.
Old Business
Flag Day
Bill Enzler from the Service Club provided an overview of Flag Day. He had good feedback from vendors and Flag Day
attendees. He stated that in his opinion it was one of the best Flag Days he has had. He thought it went real well. He
was curious to know why there was no town staff present on Flag Day. It was brought up by Brian Kauffman that maybe
for next year an outside party could be hired for cheaper to do miscellaneous tasks.
The Fun Run was discussed and Cheryl thought it went great with 96 finishers. She had quite a bit of volunteers help.
Loss Control Grant Sidewalk Repair
$2000 has already been received from RMSA for the sidewalk repair. Travis Glidewell has identified some priority areas.
Council feels that focusing on Main Street due to the high traffic and limited funds it the best thing to do. Town
employees will remove old concrete and prep the work area. Harry will follow up with Beau Wheeler to see if he is
interested in forming and pouring the concrete. Council would like to see homeowners contacted before work is
started.
RMSA annual meeting
Ed and Cheryl along with their spouses will be attending the free banquet put on by RMSA in Spokane on Thursday,
6-23. Each community that attends will receive a $350 loss control grant. Fairfield will be acknowledged for having zero
claims in 2010.
New Business
Rules and Regulations of Cemetery
The Cemetery Board is updating the rules and regulations of the cemetery. They had a question about the responsibility
of snowplowing at the cemetery for winter burials. After discussion, the mortuary and/or family will be responsible for
the plowing using the approved plowing providers. City Hall will provide a list to the sexton.
Action
Karrie made motion to approve outside responsibility of snowplowing seconded by KayDee. The motion carried.
Cheryl received a complaint about the mowing and how only half was mowed. Cheryl explained that this was the
arrangement to mow half of the cemetery every other time. Ed visited the cemetery and observed that there had been
no trimming done. He will contact the provider and let him know of these concerns.
Review of public works report format
No changes requested by council at this time. Travis was asked to have the report emailed to the council members in
advance to the meeting.
Budget Amendment #1
Issue was moved to July 19
th meeting.
Public Works Report
Sewer
Travis and Derek will be working with Big Sky Industrial on Tuesday June 28
on areas of the town’s sewer main lines. As stated before, this will help us in locating the inflow and infiltration issues
within the collection system.

Water
Not available at this time.
Streets
Travis is coordinating with Spokane County on purchasing base rock material for the roads from their Rockford pit. He
is tentatively scheduling late July as to when he will begin hauling the material from Rockford to Fairfield.
Parks
Travis has been searching for replacement options for one of the town lawn mowers, and believes that another
Grasshopper mower will be the best fit. He is working with one of their representatives to bring a new larger model
down for a demonstration. He will inform the council as soon as a time has been set so that they may also participate.
Other:
The issue regarding backfilling the ditch on the city right of way on Portland Avenue is still unresolved with the
homeowner. Ed and Travis recently spoke to the owner about this. Travis will formulate a plan and invite the
homeowners to council to discuss the problem with the hope of peaceful resolution. The council would like to see a
timeline on resolution and proper legal action taken in the event that the request is ignored by the owner. The
homeowners will be invited to the July 19, 2011 council meeting.
Review Complaints & Compliments
A complaint was filed about a pig and the odor it is producing living at 106 N. 2
owners of the home along with the ordinance regarding farm animals.

Rockford Town Council Minutes June 1, 2011

Mayor Micki Harnois brought the meeting to order after the Pledge of Allegiance was recited.  Council members present were; Clint Stevenson, Steve Meyer, Jim Oshanick, Stan Seehorn and Thomas Smith.  Public Works Operator John Goyke and Clerk/Treasurer Darlene LaShaw were also present.

Minutes
Minutes of the June 1, 2011 Council meeting were approved as submitted.

Project Updates
Randy Noble of Thomas, Dean & Hoskins was present to update the Council on the Town on going projects
1.      Chlorine storage buildings – Notice of Award was sent to the contractors.  A preconstruction meeting has been set for June 8th at 3:00 pm at the CDBG office.
2.      Reservoir – the contractor started work by chipping limbs and etc at site.   At the next meeting the Change Order #1 for the Frisbie booster pump will be submitted to the Council for approval. 
3.      Lagoons 1, 2 and 3 – bubbles in both.  John reported that the pumping has made a difference in pond # 2.  He also reported that the bubble in pond #3 contains water.   Randy informed the Council the DOE would like to set up a meeting to discuss the situation.  The meeting has not yet been set.  He will look for grants to help fund project that will resolve the problem.
It was the consensus of the Council to pay for one person from TD&H to attend the meeting with DOE.

Steve asked Randy if TD&H has worked on a booster pump for the south end of town.  Randy reported that the grant cycle is in the fall and the Town could apply at that time.  He also reported that the Town could also apply for a low interest loan with Public Work trust fund. 

Micki asked what had been done to the water line crossing Mica Creek during construction of the bridge.  Randy reported the line had been taken out of the creek and hung on the bridge.  The line on the bridge is an 8” line but reduced down to a 4” at the hydrant.

Steve also asked Randy about placing a check valve at the bubble in the lagoon.  Randy suggested asking the DOE for their thoughts and/or approval at the up coming meeting.

GIS mapping
Lon Ottosen was present to talk further to the Council on his proposal for GIS mapping for the Town’s water/sewer line, valve, hydrant and street mapping.  The basic cost would be an approximately
$ 800.00. 

Micki informed Lon that the Town’s water fund committee should meet first to review and
discuss the water fund before proceeding with anything. No decisions were made at this time.

Code Enforcement
Terry Liberty was present to update the Council on the on going cases she has been working on.
Frednecks – still working on their site.
N. 104 First – more time has been giving for them to comply.

321 N First – Terry met with a person regarding scrap metal.  It does not appear that there is enough metal to pay for all the clean up at the site.  The Council thought that it would be an improvement to at least get the cars out of there.  Terry will continue to talk to Leanne Pierce.

Eric Larson – She had seen him outside but once he was in the house he would not answer the door.

Moyers – Terry is trying to explain to Cathy that it would be more expensive to try to fix up the trailers on Second and Third Street than it would be to replace them with other models.  Terry has been telling her that something needs to be done by September.

Bentons – Terry had been told that Paul Benton does not want to meet with her.  He has stated that he plans on moving to St Maries.   Terry spoke of the options that the Council could do.  Take the matter to civil court or if abatement, to superior court.  Once there – the Town would be dealing with property rights and the costs of the procedure.

Terry asked for a direction form the Council.  Regarding the Pierce residence at 321 N First, Terry will wait until she receives a quote for the cost of the clean up.  For the remaining cases, those who do not try to comply Terry will proceed with civil actions.

Public Comment
Ivan questioned the amount of expenditures in the water fund.  He voiced his concern of the lack of funds to pay for the expenditures.  Darlene informed him that he had received the fund balance from the April’s Treasurer Report.  May’s report has not been completed.  The current expenditures are for the 1st of June and there is June’s revenue to be received.  It is hopeful that there is enough to cover the bills.  Darlene further explained that is the reason why there is a water fund committee, who will soon be meeting to review the fund to help direct the Council with a solution for the fund.

Alene Willmschen noted that she had wished people would have known before about the water fund.  Darlene stated that it was nothing new.  It had been spoken about before at the budget hearings, budget workshops, the Council retreat and other meetings.  John followed up by noting that the issue had been coming on for a few years.

Mayor’s Comments
Micki reported that there are three Council positions up for re-elect this fall.  The sign up period is this next week – Monday through Friday at the County Election Office. 

Darlene advised people that they could register on line or fill out a form and mail it in.  They didn’t have to go to the Election office.  The office had some forms available.

Micki reported that the Mayor Pro-tem would have to be chosen at the next meeting.

She further mentioned that the Council had talked in the past about increasing the Council’s wages.  The Council will review what other neighboring Town’s pay their Council members.

Micki explained that the WA State Fair Commission’s black & white ribbon was being passed around through the local community. The Commission gave the ribbon to the community for its work and dedication to help with the organization of the fair.

Micki reported that there had been approximately 35 people that helped with the Park Clean Up Day.  Several barrels were painted and then placed behind the food booths. Since then several had been reported missing.

Public Works
John reported that when the recent power outage occurred the alarm system with the telemetry system worked.

He had copies of the report from American Leak Detection available for the Council.  John briefly informed the Council that American Leak had gone through all the fire hydrants.  One had a small leak but not big enough to fix. 

Jim asked about the number of meters the report stated that can not be read or are broken.  John further explained the difficulties with reading the meters through out Town.

Stan asked if the sand on East Emma will be cleaned up.  Stan advised John to let him know when he wanted to schedule the clean up.  He will get one of the fire trucks and a few bodies to help with clean up.

John added that the Public Works had cut back on hours.

P&Z
There had not been a quorum at the Commission’s last meeting therefore there was not a recommendation for Jeanette Buckle’s fence permit application. 

Clint made a motion to approve Jeanette Buckles’ fence permit at 103 NE Stringham Rd.  Stan seconded the motion; motion carried.

Old Business
Micki will continue to try to reach Tom at Primeland regarding the lease agreement with the Primeland Park.  It was the consensus of the Council that Micki could sign the agreement if Primeland did not have an issue with the Town not being able to add CHS Inc as an additional insurer onto the Town’s insurance coverage.

Darlene reported she spoke with Suzanne Tresko of Spokane Solid Waste Systems plans on speaking with the chipping company to find out what can be done with the pile of debris that was left here after the end of the Town’s chipping day.

The Town will send a letter to the Martin’s on South First regarding the boat trailer parked along the street.

Micki reported the Town’s website domain will expire towards the end of June.  She has been trying to set up a meeting with the Webmasters to learn about the options for the Town’s site.  Micki asked if people would review the websites of the towns of Palouse and Millwood.

John reported the gray one ton pick up sold for $ 1,000.00.

John also reported that he looked into funding possibilities from RCAC for the roof repair on the SW reservoir.

The regular council meeting for May 17, 2011 was called to order by Mayor Ed Huber at 7:00 p.m.

APPROVAL OF THE MINUTES
ACTION
KayDee Gilkey motioned to approve the minutes from the May 3, 2011 regular council meeting as presented; seconded by Harry Gibbons. The motion carried.

APPROVAL OF THE BILLS
Claim vouchers #16196-16208 for $6,072.77and EFTs for $1,422.83 were approved for payment as presented by Harry Gibbons; seconded by Karrie Stewart. The motion carried. Check #16197 was voided.

Congratulations to Travis Glidewell.
Travis has received an award from the Evergreen Rural Water of Washington Board of Directors for recognition for the “Ground Water Protection Program of the Year Award of Excellence”. Guest Speaker
Larry Zeug and Linda Head were present at tonight’s meeting to discuss the contact they have had with the Department of Ecology (DOE) and the Conservation District about the drainage issue on Rattler’s Run Road. Ed expressed to them that the Town of Fairfield had no involvement with the complaint about the drainage issue. Ed and Travis were out on Rattler’s Run Road with DOE and the Conservation District looking at the possibility of dredging the ditch on the west side of the road but did not point out or mention anything about the Zeug’s property. Larry has set up a meeting for Wednesday, May 18th with DOE and has invited Ed and Travis to come.

Linda offered to help in any way with the writing of the grant.

Engineers Report
KJ Hanley from Century West was present to discuss several items.

Main and Ticknor Pedestrian Bridges Project
Change order #1for the Main and Ticknor Pedestrian Bridges Project will add a 2.5-inch thick concrete deck topping over the panels to provide a smooth deck surface and finished with a light broom texture. This will increase the contract cost by
$3,705.57 and extend the time two days for a total of 32 days.

ACTION
KayDee motioned to authorize Change Order #1to the Main and Ticknor Pedestrian Bridges Project; seconded by Mary. The motion carried.

The Notice to Proceed which will start the contract time for Accelerated Construction was presented for approval and signature. They will be in Fairfield tomorrow to begin setting up the site.

ACTION
Mary motioned to authorize the Notice to Proceed for the Main and Ticknor Pedestrian Bridges Project; seconded by KayDee.
The motion carried.

The State fund progress billing for the pedestrian bridges will include the bills that were generated earlier in the year for the advertising and design.

2010 Sewer project
The project is almost complete. S&L will need to come back in the fall to repair some pipe. KJ talked with Frank Dorsch of Dorsch Scales about the damage to the scale at Wilbur Ellis. Mr. Dorsch stated that the damage was not the contractor’s fault. The council does not think that it is fair to make S&L or the funding agency pay for something that has turned out to be a maintenance issue. KJ will contact Junior Thies at Wilbur Ellis.

Portland Avenue
KJ drafted a cover letter addressing the reclassification of Portland Avenue. This will be sent along with the application for reclassification and the map to the Spokane Regional local office of Department of Transportation for approval.

Community Development Block Grant (CDBG) funding for 2011
Notification was finally received about the amount of funding that will be available for the 2011 projects. The funds were all cut 16% which makes the Town’s grant request $112,185 instead of the $132,700. KJ prepared a revised budget. After Travis has a chance to review the changes and give feedback, the finalized budget will be sent to Christine Barada, the Director of Spokane County Housing and Community Development. KJ will check with CDBG about having the town pay their portion
out of the construction management instead of design, which could possibly save some funds by allowing the Town to do some of the construction management themselves.

OLD BUSINESS
Cemetery Maintenance Contract
This is moved to an executive session.

Wilbur Ellis Impact Funds
The Town of Fairfield has recently received $3,500 from Wilbur Ellis Impact Funds. These funds will be used to purchase electronic equipment for the Community Center. Wilbur Ellis has been extremely generous to the community. Thank you so much. Many of the improvements at the Community Center have been possible because of your generosity.

Planning Commission
Ed has not had an opportunity to interviews the two candidates.

Flag Day response
According to previous council minutes from 1999 and 2000, the Town’s responsibility to the float is to provide liability insurance. A letter was drafted to Darlene Wernz with this information. It was also noted in this letter that the power poles and telephone poles have been inspected by the companies and both determined that the poles are sound and will not be replaced in the near future.

NEW BUSINESS
Liquor application for Flag Day

ACTION
Mary motioned to approve the liquor permit application for the Service Club for June 11, 2011; seconded by Karrie. The motion carried.

Parade agreement #ER P06-11
ACTION
Mary motioned to authorize the parade agreement #ER P06-11; seconded by Harry. The motion carried.

Archival grant application
Alene has put together a grant for up to $10,000 for archiving the minutes, ordinances and resolutions.

ACTION
Mary motioned to approve the local records grant application 2011-2013 up to $10,000; seconded by Karrie. The motion carried.

Public Works Report
Water
S&L Undergrouns has successfully removed and replaced the damaged fire hydrant on 2nd Avenue.

Sewer

Parks
Travis had the opportunity to meet with Roger Neal who is a Control Coordinator from Association of Washington Cities last year. They did a walk through of Thiel Park and discussed some of the playground equipment that the town has and what his recommendations are for the Town to reduce the chances of a loss or lawsuit. One specific piece of equipment that he commented on was the merry-go-round and the lack of it having a speed rotation limit device that would only allow it to travel
no more than 13ft/second. Travis was very appreciative that AWC assists the Town in these matters and provides information to make sure that we meet the equipment safety standards for the Town and the residents.

With this new information on their safety standards, Travis felt it was necessary to communicate with Mr. Neal and AWC about the possibility of accepting the donated swingset from the preschool. He sent pictures and a brief description. AWC expressed concern about accepting this piece of equipment and the liability associated with it. Cheryl will check further into this with AWC.

Streets
Derek and Travis have been working on ditching the roads around town and have completed the majority of Portland Avenue. They have successfully diverted water off the roadway and into the ditches, which will protect the roadway surface.

At the catch point where the water is directed off the town right-of-way and into the nearest watershed area, the closest homeowner has chosen to backfill that area of ditch and use it for a driveway. This in turn has blocked all of the incoming water, which is now filling the ditch up and working its way onto the road again. If this section of ditch line is allowed to be blocked off, there will not be anywhere for the water to go except for back on the roadway and in turn will be a wet collection point that will attract mosquitoes. Pictures are included.

Review Complaints & Compliments
5-17-2011 Garbage in truck. There is a pickup parked on the cement slab by 208 W Carlton that is full of unsecured garbage. There are no license plates but the registration was found. Alene called the Plummer City Hall and obtained a phone number of previous owner, which led us to the current owner. The father was contacted and told that the truck had to be moved and the garbage dealt with. He said that they should be down to get it in the next few weeks. He was informed that it would need to be moved sooner due to the warmer weather, odor, and animals getting into it.

Other
Just a reminder that the community garage sale dates will be June 17 and 18. This is different than was previously set. If you want to be involved, contact Cheryl or Alene at City Hall to get on the map.

The Fairfield Service Club and the outside area need to be cleaned up. A letter will be sent to them requesting that they clean up the areas.

Executive session called at 9:00 to discuss contractual agreement and should last approximately 15 minutes. . No actions will take place during the session. Following the executive session, the regular meeting will resume and business will be continued.

ACTION
KayDee motioned to accept the Fairfield Cemetery maintenance contract between the Town of Fairfield and Triple P Mowing for the 2011 season; seconded by Harry. The motion carried.

Rockford Town Council Meeting - May 18, 2011

 
Mayor Micki Harnois brought the meeting to order after the Pledge of Allegiance was recited. Council members present were: Clint Stevenson, Steve Meyer, Jim Oshanick, and Stan Seehorn. Public Works Operator John Goyke and Clerk/Treasurer Darlene LaShaw were also present. Thomas Smith was absent due to illness.


Minutes of the May 4th Council meeting were approved as submitted.

RCAC
Jim Wilson of Rural Community Assistance Corporation was present to further work toward finding a direction for the Council regarding the Town’s water fund. A committee consisting of Council members Steve Meyer, Thomas Smith, and staff – John, Darlene and Brenda will work together to arrive at various options for the Council to choose. The group will also work on an ordinance consisting of various regulations. A Public Hearing will be held before any decisions are made.

Gary Wagner asked of the Town’s current accounts receivable. Micki explained from April the Town has brought the past dues from approximately $ 14,000 down to $ 5,000. Approximately $ 2,500 is in bankruptcy, two accounts are going to collections, one will have a lien placed and four accounts have had their meters turned off.

John explained that the Town pumped less water this past year due to part less usage and more efficiency.

Public Comment
Stan asked why the pile of tree debris was still out by the fence. John reported that the chipping company during the recent Chipping Day packed up early, at approximately 2:30 and left, leaving a large pile. John was told the Town could keep the pile until the fall chipping day. Micki will talk to City of Spokane regarding the matter. John will try to use a large truck and take the debris to Whitman County.

Treasurer’s Report
Darlene reported April 2011 Treasurer’s Report of - $ 323,641.33 – all in funds.

Mayor’s Comments
Micki reported the fair recently had the Royalty pageant. This year’s court is: Queen – Taylor Franz and Princesses Emily Sainsbury and Mikayla Cornwall.

Public Works
John reported that the decision the Council made at the last meeting regarding the well house projects will have to be revisited. Randy Noble of TD&H had received information from Pat Stretch of CDBG that the option that Randy had recently proposed for the Town was not possible.
 
Stan made a motion to amend the motion made at the May 4th Council meeting to read "the Town will go forward with the Well House addition projects funded by CDBG and then take the 2011 CDBG funds and apply them towards the overrun costs of the well house additions and then return the remainder of the 2011 CDBG funds to CDBG for redistribution in Spokane County. The roof repair project on the SW reservoir will be completed at a later date." Steve seconded the motion; motion carried.

John also reported that pond three had two barrels in the bottom of the pond and the liner has a bubble. John will contact Cynthia Wall of the DOE.

Steve spoke of the idea if it was possible to place a check valve in the liner. The valve would let the water go up out of the valve from underneath the liner but it would not let water from inside the liner go down under the liner.

Micki reported that the Town received color choices for the reservoir. A few colors will be picked and she will talk to people in the neighboring houses.

Code Enforcement
Terry Liberty was present to update the Council with various cases she has been working with.


26 W Emma – area cleaned up. Case closed.
Frednecks. Single wide trailer is now removed; however the frame is still there. She will continue working with the owner to have it removed.
104 N 1st – she has sent a notice to have garbage removed by June 3rd.
309 S. 1st - yellow house – debris to be cleaned up. Micki reported that Leanne Pierce is no longer in charge of the house. Another relative has spoke of removing the house.
321 N. 1st – Leanne would like to know the time frame she has. There is someone who will remove the cars. Stan Seehorn has offered to take away some cars if the proper paper work and/or the Sheriff can sign off on the cars.
Steve knows someone who can remove the scrap metal. Terry will give Leanne the contact information.
Terry will return in two weeks with information on Leanne’s plans.
308 E. Lake – Terry had left a Volunteering Compliance agreement with Paul Benton earlier in the year to remove several cars. To date Paul has not signed it but Terry reported that he is thinking about signing it. She will be talking to Paul in two weeks. Terry asked what the Council wanted to do if no action is taken. Does the Council want to go ahead with enforcement process?
Terry will talk again with Paul, informing him of the potential funds he could receive if he had a number of items hauled in for recycle.
Terry did note that some of his cars could be considered "classic" cars. If so, they will be more difficult to remove.
534 S. Third – Cathy Moyer told Terry that she is planning on fixing up the trailer. Some action needs to happen.
205 E B Street – Terry has sent a certified letter with a return receipt to Eric Larson and has not received any reply. She will continue trying.
Old Business
Micki updated the Council on the water billing regarding the trailer park. A representative from BIAS met with Carmen and the Town. The total of credit due to the account is $ 2,709.50. Late fees are not included with this total. According to the owner there are a total of $ 700.00 late fees from the last three years and $ 280.00 from the third year. The owner of the trailer park had brought information from the auditor’s office stating that in a case of overcharging an account the customer is entitled to the amount overcharged plus interest.


Jim made a motion to refund the trailer park’s overcharged account in a total of $ 3,339.50. The totals arriving from the overpayment of $ 2,709.50, $ 350.00, half of the late fees and the $ 280.00 from the third year. Half will be reimbursed with a check and the other half will be credited to the account. Stan seconded the motion. Clint and Steve abstained. Motion carried.

Micki reported that Saturday, May 21st, there will be a park clean up from 10:00 to 2:00.
Cat asked the status of the Primeland park agreement. Micki reported she had not talked to Tom Herres of Primeland. John mentioned that Little League has started its practices.

Executive SessionWith not further business the regular meeting was closed and went into Executive session to discuss the performance of a public employee. The meeting should reconvene approximately at 9:15.

At the closing of Executive Session at 9:10, the Council back in regular session, Stan made a motion to give John an increase of his wage - $ .50 per hour. Steve seconded the motion; motion unanimously carried.

This increase will start June 1st.
